Hunting Leases
The Mississippi Secretary of State serves as supervisory Trustee overseeing management and leasing of more than 640,000 acres of 16th section public school trust lands by 108 local school districts. The Secretary of State and Mississippi Forestry Commission work cooperatively with the local school districts to manage their timber lands.
108 local school districts manage or receive income from 16th section public school trust lands. The local school boards serve as trustees of 16th section lands and are responsible for day to day management of the lands and leasing. The Secretary of State serves as supervisory trustee working with the local school districts to insure that the lands are managed well and that the revenue from leasing is maximized.

Much of Mississippi's 16th section land is leased to hunters.
The Secretary of State's web site provides a map with the location of areas currently under lease, the lease amount and when the lease expires.

Car Of The Week
Spotted this British beauty in the Kroger parking lot.
A 1959 MGA owned by Rez area resident Keith Anderson.
Keith bought the car in 1973 - restored it and spent 14 years racing in vintage road race events all over the south.
Now he enjoys trips to the Kroger and the occasional "cruise in" with other vintage car owners.
A bit of history about the MGA produced by British Motor Corporation.
Introduced in October 1955, the MGA roadster was the fully-modern sports car MG needed. The new car was fitted with a streamlined body which helped the modest 68bhp, 1589cc pushrod engine to boost it to nearly 100mph.
Prices ranged from$2,195 for the basic MGA 1500 roadster to $3,550 for the MGA Twin Cam with a coupe body. The MGA also set a record for sports cars: over 80 percent of the more than 100,000 units built were imported to the United States.

Traffic Notice For Spillway Road
The right lane of the upper west bound Bob Anthony Parkway, also known as Spillway Road, will be temporally closed from Reservoir Park Road to near the Ridgeland City Limit between 6 AM & 12 PM on Saturday, January 28, 2012 to allow for the Hot Chocolate Classic 5k Run, a fundraising event for the Foundation for Rankin County Schools.
Traffic control devices, as well as Officers from the Reservoir Patrol, and Deputies from the Rankin County Sheriff's Office will be present to assist participants and motorists in safe passage.
Additionally, the Rankin Boat Ramp, located at the east end of the main dam, will be closed from 6 AM to 12 PM and used as a staging area for the event.
The Pearl River Valley Water Supply District requests motorists use caution and watch for pedestrians during this brief period.

Rankin School Board Meeting
The Rankin County School Board met Wednesday morning at Pisgah High School.
The program began with a performance by the Pisgah High School INNERGY Show Choir. The choir will be competing in the upcoming Mississippi All-State Show Choir Competition.
They are a talented group - we wish them well.
The board elected officers for the upcoming year, board member Debbie Tolleson made the motion to keep the current slate of officers for another year - after a second the board voted. The motion passed with only one nay vote by Grumpy Farmer.
Mr. Farmer told TRN he opposed the proposal because he felt the officer positions should rotate among the other members.

MINUTES OF A MEETING OF THE BOARD OF DIRECTORS OF
THE PEARL RIVER VALLEY WATER SUPPLY DISTRICT
HELD ON THURSDAY, DECEMBER 15, 2011 AT 9:30 A.M.
IN THE OFFICE OF THE DISTRICT LOCATED AT 115 MADISON
LANDING CIRCLE, RIDGELAND MS 39157
The regular meeting of the Board of Directors of the Pearl River Valley Water Supply District was held at 9:30 a.m., on Thursday, December 12, 2011 at the District’s main office. Samuel Mitchell, who presided, called the meeting to order.
Members Present: Pete Burkes, John Locke, Kenny Latham, Phillip Crosby, Samuel Mitchell, Vernard Murrell, Ramie Ford, Jim Carraway, John Arledge, Keith Allen, Trey Bobinger
Members Absent: Jack Winstead, Robert Webb
Others Present: John Sigman, Greg Burgess, Jim Tohill, Craig Hunt, Susan McMullan, Steve Clark, Jason Temple, Perry Waggener, Issac Morris, Sharon Larry
Upon consideration of the minutes of a regular meeting of the Board of Directors held on November 17, 2011, a motion was made by Kenny Latham, seconded by W. C. Gorden, for the minutes to be approved as presented. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
Jim Tohill presented the commissioning of Issac Morris, as an Officer of the Reservoir Patrol. Based on information presented, the Board made a finding that Mr. Morris has completed the educational training requirements of a course of study, prescribed and conducted by the Mississippi Law Enforcement Officers’ Training Academy, is of good moral character and has not been convicted of any crime involving moral turpitude, and that he is qualified to be commissioned as a Patrol Officer of the Pearl River Valley Water Supply District pursuant to “Pearl River Valley Water Supply District Security Act of 1978” upon taking the Oath of Office. Upon recommendation of the Patrol Chief and General Manager, a motion was made by John Arledge, seconded by John Locke, that Mr. Morris be so commissioned as an Officer of the District and that his commission with the Oath endorse upon it shall be entered in “Exhibit to Minutes” file, thereby becoming a part of these minutes. The vote was as follows: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
John Arledge presented the following: Shoreline Development and Environmental Quality Committee recommendations:
I. John Sigman presented the request for an easement modification at Grants Ferry and Spillway Road. He stated that there was a BP gas station that has been closed for three years, located on the south west corner of Grants Ferry and Spillway Road, and that Mr. Bradley Morris is renovating the property. Mr. Morris is asking for permission to put a sign on the ingress and egress easement that the District granted BP near Spillway Road. The District is working with Mr. Morris to propose a low profile logo type sign. John Sigman stated in return, Mr. Morris has agreed to landscape and maintain landscaping on the easement. A motion was made by John Arledge, seconded by, Pete Burkes to approve an easement modification at Grants Ferry and Spillway Road to require landscaping and maintenance, without rights of succession. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
II. John Sigman presented the Telepak Easement. John Sigman stated that Telepak is a company that installs fiber optic cable. He stated that Telepak is asking for permission to install cable from the Madison side below the dam to Highway 471. He stated that the District appraised the easement at $105,000.00. John Sigman stated that Telepak is aware that the District will be installing a new sewer line and Telepak has agreed that at the locations where the communication cable system crosses the route of the sewer line, Telepak shall, at no cost to the District, relocate and maintain its buried cable system in a manner as to not interfere with the installation of sewer lines. John Sigman recommends approval subject to final review by the District’s attorney. A motion was made by John Arledge, seconded by Pete Burkes, to approve the Telepak Easement. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
III. Greg Burgess discussed the Federal Highway mandated requirement to maintain traffic sign retroreflectivity. He stated that this plan can be adopted by the local entity. Greg Burgess is asking the Committee for approval to develop a regional traffic sign retroreflectivity maintenance and management plan. He stated the District will follow the regulations set by the Metropolitan Planning Organization (MPO) in regard to traffic signs retroreflectivity maintenance. Greg Burgess stated that the study is based on National requirements. A motion was made by John Arledge, seconded by Vernard Murrell, to develop a regional traffic sign retroreflectivity maintenance and management plan. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
IV. Greg Burgess presented a proposal from Burns Cooley Dennis Engineering on Geotechnical Final Design for the P6 area. He stated the Burns Cooley Dennis Engineers submitted a proposal to conduct final geotechnical design and provide construction oversight and remedy of the seepage conditions in the vicinity of Ross Barnett Dam Station 194+90 (P6 area). He advised the Board that the total estimated fee for completing the final geotechnical design is $62,000.00 and the construction engineering services is estimated to cost $ 83,000.00. Greg Burgess recommends that the Committee accept the proposal from Burns Cooley Dennis Engineers on Geotechnical Final Design and Construction Engineering Services. Greg Burgess stated that Mr. Dennis indicated to him that the completed plan will be submitted in March of 2012. A motion was made by John Arledge, seconded by W. C. Gorden, to accept the proposal from Burns Cooley Dennis Engineers on Geotechnical Final Design and Construction Engineering Services as included in the Exhibits to these minutes. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY
Jack Winstead presented the following: Executive Committee recommendations:
Perry Waggener presented a proposed MOU between Pearl River Valley Water Supply District on behalf of the Reservoir Patrol and Mississippi State University on the behalf of the Social Science Research Center for the Mobile Officer Virtual Environment and e-City Mississippi, (Electronic Citation) Project. Perry Waggener stated last month he presented a MOU on Mobile Data Terminals (MDT), form the Mississippi Department of Public Safety. Chief Waggener stated that the e-Cite MOU is an extension of the Mobile Data Terminals MOU from Mississippi Department of Public Safety. He stated that Reservoir Patrol Office was asked to be a pilot project for e-Cite. Chief Waggener stated that e-Cite is an Electronic Citation program, which will allow the patrolman to have a scanner in the vehicles that will allow the officer to transmit citations electronically to the courts; the officer will not have to be present in court to swear to the citation. He stated that this is a great opportunity for the District. Pearl River Valley Water Supply District will be the only agency, other than the Highway Patrol Office, to have the capability of issuing Electronic Citations. A motion was made by Phil Crosby, seconded by Trey Bobinger to approve the MOU with Mississippi State University as included in the exhibits to minutes therefore becoming part of the minutes. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY
Kenny Latham presented the following: Parks Policy Committee recommendations:
I. Greg Burgess asked for permission to accept the proposal from Neel-Schaffer for design and construction engineering services of Phase I of Fannin Landing Boat Ramp Project. Greg Burgess stated that last month the Committee discussed an update of the MOU with the Department of Wildlife, Fisheries and Parks. He stated that the District is waiting on the Federal funding commitment prior to entering into the final agreement. Greg Burgess stated that the estimated cost will not exceed $25,000.00 for design and $ 25,000.00 for construction engineering services of Phase I of Fannin Landing Boat Ramp Project. Greg Burgess recommends approval of the proposal from Neel-Schaffer Engineering for design and construction engineering services of Phase I of Fannin Landing Boat Ramp Project, pending the confirmation of the federal grant by the Department of Wildlife, Fisheries and Parks. A motion was made by Kenny Latham, seconded by Phillip Crosby, to approve the proposal from Neel Schaffer Engineering for design and construction engineering services of Phase I, of Fannin Landing Boat Ramp Project, with execution of the agreement subject to approval of the federal grant. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY
II. Greg Burgess asked for permission to advertise for construction of the Rankin Landing Fishing Pier Project. Greg Burgess stated that the Rankin Landing Fishing Pier was destroyed by a storm back on August 18, 2011. Greg Burgess stated that the design has been received. He stated that the estimated cost will be $220,000.00. A motion was made by Kenny Latham, seconded by Pete Burkes, that the Committee recommend approval to advertise for construction of the Rankin Landing Fishing Pier Project as presented and included in the documentation included in the Exhibits to these minutes. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY
III. Craig Hunt discussed the monthly camping pad rental agreement with the Committee. He stated that this agreement is labeled for Coal Bluff but is used throughout all of the campgrounds. Craig Hunt recommends the revised agreement be accepted. A motion was made by Kenny Latham, seconded by Trey Bobinger, to accept the campground rental agreement as included in the exhibits to these minutes. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY
Upon consideration of the per diem and travel for the month of November, a motion was made by Kenny Latham, seconded by John Locke that the per diem and travel report be approved for the month of November. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
Upon consideration of the cash balance report for the month of November, a motion was made by Kenny Latham, seconded by Vernard Murrell that the cash balance report be approved. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
The Board of Directors reviewed the monthly Claims Docket and a motion was made by Phillip Crosby, seconded by John Arledge, that the claims docket be approved. The vote was as follows: For: Burkes, Locke, Latham, Crosby, Mitchell, Murrell, Ford, Carraway, Arledge, Allen, Bobinger. Abstained: None. Against: None. MOTION CARRIED UNANIMOUSLY.
Chief Waggener presented the patrol report. Chief Waggener stated that the writing of citations is down this month. He stated that the installation of gates at some of the neighborhood parks and posted hours of operation have helped the problems that were accruing. Chief Waggener stated that he has locking the gates on the bike trail.
John Sigman presented the following Executive Director’s comments:
• Lake level is currently at 296.27
There being no further business to come before the Board at this time, the meeting was adjourned at 10:06 A.M.

PRVWSD Proposes New Ordinances
The Board of Directors for the Pearl River Valley Water Supply District is moving forward with a set of new ordinances for District property and amending a few existing ones.
Before any changes become law the new rules have to be published by the Mississippi Secretary of State's Office for a 30 day period.
During that time the public will have a chance to comment on the proposed changes. After the comment period the PRVWSD Board will meet and take a final vote on the changes, that meeting will likely be in March. (TRN will post the meeting date later)
At this time the procedure for public comments has not been set but we will publish that info as soon as it is available.

- Set distance restrictions around Lowhead Dam

- Established parking restrictions for some commercial trucks
- Created an ordinance regulating the use of "PODS" (portable storage units)
- Amended the ordinance dealing with political signs

More Rez Burglars Arrested
Two Women Arrested by Rankin County
Deputies for Recent Residential Burglaries
Sheriff Bryan Bailey Reports:
Rankin County Sheriff’s Department Deputies and Investigators with assistance from the Hinds County Sheriff’s office, the Jackson Police Department and the U.S. Marshals Service arrested Melissa Comans and Carrie Aycock Friday night at a South Jackson Motel for burglary and attempted burglary of residences in Rankin County.
Over the past seven days the Rankin County Sheriff’s Department has responded to three residential burglaries and one attempted burglary in the northern Rankin County subdivisions of Castlewoods, Hidden Hills and Forest Point. In all three cases the suspects forced entry into the residences and took mainly electronics including flat screen televisions, computers, game consoles and assorted other items.
Deputies received a break in the case when a neighbor of one of the victims provided a description of the suspects and the suspect’s vehicle. Investigators were able to identify Comans and Aycock as suspects and tracked them down to a South Jackson Motel.
At the time of their arrest, Comans and Aycock had some of the stolen property in their possession along with narcotics and burglary tools.
Both women are suspected of other Metro Area thefts.
Comans and Aycock are both in the Rankin County Jail awaiting an initial appearance Tuesday morning before Rankin County Court Judge Kent McDaniel.
Sheriff Bailey states “Once again, our citizens have come through; when neighbors look out for neighbors we are all a lot safer! I am so proud of the hard working team of men and women who make up the Rankin County Sheriff’s Department; they all have worked tirelessly to arrest these suspects in a timely manner. I also appreciate the support of Sheriff Tyrone Lewis and the Hinds County Sheriff’s Department, Chief Rebecca Coleman and the Jackson Police Department as well as U.S. Marshal George White and his Fugitive Task Force. All three agencies responded immediately to our request for assistance in arresting these women”.
